OVERVIEW OF THE FUNCTIONS OF THE POST

Background:

Since 2020, UNESCO, in partnership with the Government of Uzbekistan and funded by the EU, has been advancing the "Skills Development in Rural Areas of Uzbekistan" project. This initiative aims to enhance the alignment between vocational training and industry demands, focusing on improving the quality, relevance, efficiency, and effectiveness of skills development for rural youth in the agriculture and irrigation sectors. Targeting four rural regions—Karakalpakstan, Khorazm, Bukhara, and Surkhondaryo—the project has developed National Occupation Standards (NOSs) and competency-based curriculum and assessment (CBCA) for six occupations within irrigation and agriculture in 2023, which is currently being piloted in 4 regions.  Following this, a comprehensive capacity-building program was rolled out for teachers and stakeholders based on these standards. A pivotal component of the project involves the introduction of additional support mechanisms, including the development of a Teacher Competency Framework for TVET teachers and bolstering quality assurance interventions for TVET institutions, such as the assessment centers and Sector Skills Councils. To further this agenda, UNESCO is seeking an expert to offer follow-up support for CBCA implementation in pilot colleges and facilitate extensive capacity building for TVET teachers, in collaboration with the Institute of Pedagogical Innovation and its Centers of Excellence, which are pivotal in TVET Teacher Training.

Roles and responsabilities

The consultant will be under the guidance of the Head of UNESCO's Tashkent Office and the direct supervision of the Senior Project Officer, tasked with:

  1. Monitoring and Evaluation of CBCA:
  2. Crafting and executing a monitoring and evaluation strategy for CBCA in the designated regions.
  3. Conducting regular visits to collect data and feedback on CBCA's implementation.
  4. Analyzing feedback to identify strengths, weaknesses, and areas for improvement in CBCA implementation.
  5. Providing actionable feedback to enhance master trainer effectiveness and CBCA sustainability.
  6. Capacity Building within Pilot Colleges and Regions:
  7. Delivering targeted training and coaching based on identified needs
  8. Ensuring effective CBCA training and certification dissemination among Master Trainers and teachers.
  9. Developing improvement strategies for trainers and teachers based on evaluation findings.
  10. Collaborating with the Institute of Pedagogical Innovation to support the 4 Regional Centers of Excellence in tashkent, Samarkand, Bukhara and Namangan.
  11. Additional Support:
  12. Facilitating the development of a Teacher Competency Framework for TVET teachers.
  13. Enhancing quality assurance mechanisms for TVET institutions, including support for assessment centers and Sector Skills Councils.

The contractor is expected to travel and stay in Uzbekistan at least 60% of the contract duration and visit the four project regions and TVET schools for consultation and delivery of the trainings.

Deliverables:

  • Detailed monitoring and evaluation plan for CBCA,
  • CBCA Implementation and Monitoring Report: comprehensive report detailing the findings from monitoring and evaluation activities of CBCA across the four pilot regions, including data analysis, impact assessment, and recommendations for future enhancements
  • Training and Professional Development Program Design: A set of training modules or programs specifically designed for TVET teachers and master trainers, including objectives, content, methodologies, and evaluation strategies, aimed at improving the delivery of CBCA and enhancing pedagogical skills.
  • Teacher Competency Framework Contribution Report: expert's contributions to the development of the Teacher Competency Framework for TVET teachers
  • Recommendation report on Quality Assurance Peer Review Sector Skills Councils and Assessment Centers
  • Capacity Building Workshop and Seminar Reports: Detailed reports of workshops and seminars conducted, highlighting objectives, participant engagement, outcomes, and recommendations for future training needs and opportunities.
  • Assessment for UNESCO's planned interventions in Regional Centers of Excellence through Collaborative Initiatives with the Institute of Pedagogical Innovation

REQUIRED QUALIFICATIONS

Education:

  • Advanced University degree in Education or other relevant field

Work Experience:

  • A minimum of ten years of work experience in the skills development/ TVET in at least five countries
  • A minimum of five years of work experience in development of curriculum and relevant training programmes as well as their delivery in several countries
  • Experience/ knowledge in the dual education system
  • Experience in implementing project/ programme by international organizations

DESIRABLE QUALIFICATIONS

Work Experience:

  • Knowledge/ experience in Uzbekistan and/or Central Asian countries is an asset
  • Experience in TVET agriculture and water resources management is an asset
